SUBCONTRACTOR PREQUALIFICATION PROGRAM
Q1:
When will this program be implemented and
will it be mandatory?
A1: The program will be
implemented on or after July 1,
2009 and it will be
mandatory. The District will officially
announce the implementation date.
Q2:
How many trades will this program cover?
A2: Six
(6) trades namely:
- Electrical (C-10)
- Low Voltage (C-7)
- Mechanical/ HVAC (C-20)
- Fire Sprinkler (C-16)
- Roofing (C-39)
- Sheet Metal (C-43)
The District reserves the right to
determine the initial trade(s) to be
utilized by prime contractors and the date
for implementation for each trade.
Q3:
Will this program apply
to Formal, JOCs,
and 17406 projects?
A3: Yes.
Q4:
Will this program apply
to Informal / A
& B Letter Contracts?
A4: No.
However, if you wish
to perform work "as a subcontractor" on
Formal, JOCs, and 17406 projects you must
prequalify under this program.
QS:
IfI am currently prequalified with the
District, how will this program affect me?
A5: It will not affect
you if you do not wish to perform as a
subcontractor on District projects. However,
if you wish to perform as subcontractor on
District projects, please refer to the
following options:
- If you are currently pregualified to
bid on Formal projects, you must submit
the Formal General Qualifications
Questionnaire and Certification Form
(pages 4 and 5) to the District.
- If you are currently safety
pregualified to bid on Informal projects
(A & B Letter Contracts), you must
submit the Subcontractor
Prequalification General Qualifications
Questionnaire and Certification Form
(pages 4 and 5) to the District.
Q6: How long does the process take?
A6: It
depends on your current prequalification
status with the District (see A5) and if
there are no deficiencies in your submittal
package, then it may take approximately 5 to
7 business days if you are currently
prequalified with the District. For new
applicants,
it may take
approximately 10-15 business days.
Q7:
IfI am prime contractor, how willI determine
and select subcontractors prequalified under
the program?
A7: The District will
publish a list of prequalified
subcontractors by trade and incorporate it
into the bidding documents.
Q8:
IfI have a subcontractor who is going
through the process ofprequalifying during
the time a project is advertised and
is not included on the published
approved list that is part ofthe bidding
documents,
what is
my remedy if the subcontractorgets approval
prior to the bid opening date?
A8: The
prime contractor may include in its sealed
bid submittal, the affected subcontractor's
approval notice issued by the District.
Q9: What will
happen to my bid ifI list a
non-prequalified subcontractor?
A9: The District will
deem your bid a non-responsive
bid.
